Respect Draft pull-requests in CI

Hi,

Is there any way to evaluate draft pull-requests differently than normal pull-requests.

What I have in mind is something like not runnig the entire CI pipeline if the PR is in draft.

Is there maybe a dedicated web-hook setting or field or any known workflow for Jenkins or bitbucket pipelines which would allow a dedicated handling?

I'll repeat what I put in the other thread. I'm one of the engineers that worked on this feature and we didn't build a pipelines check into the initial release of this feature. But we are monitoring feedback to determine if it's worth it to add this feature.
