Unable to get Performance Data Collector to work in Windows

Has anyone been able to get the Performance Data Collector that's on BitBucket to work in Windows?  I followed the instructions on this page -- https://confluence.atlassian.com/kb/how-to-use-the-performance-data-collector-957980877.html -- but am having trouble getting past the login page.  I know that the service has to be run by the same user that the Atlassian products are run by, but how does one get this to work when the user is the local system account?  Instructions say to uncomment the <serviceaccount> section in the service.xml file, but it doesn't exist.  If I add the section, the service fails to install correctly when I execute the install.bat.
