I've created a bitbucket server repo and I was hoping to be able to give access to existing regular bitbucket web users. Is that possible?

Could you elaborate on "Give access to existing regular Bitbucket web users?" You can make the repository public, or have your regular users in a group and add that group to have whatever level of permissions you want to the repository permissions (I assume you want write permissions, which a public repository will not provide).
Or are you looking to have each new repo created automatically add access to a group of users? For that, you need to configure Project permissions and set defaults for the level of permission you want, and any repository added under that project will have those permissions by default.

I'm looking for a way integrate some regular bitbucket accounts to a bitbucket server based repo. Right now the only way I can see to add users is by going to settings and creating a new user. I want to give access to an outside bitbucket web user. Can I do that? Sorry if I'm still not being clear.

I think I know what you are asking here. When you say "regular Bitbucket accounts" are you referring to Bitbucket Cloud users? If so, the only way to give them access would be to create the user. Once https://jira.atlassian.com/browse/ID-79 is implemented and you can connect LDAP to Cloud, you could put all your users in there and use group filters to sync the correct users into Server and Cloud. But until then, you could use SSO (you would need Bitbucket Data Center or purchase one of the plugins to have SSO on Bitbucket Server) to have both sets of users able to log in.
