Where is the 'needs work' button for pull requests?

I can't seem to find the 'needs-work' button on Pull Requests.

Has this feature been removed or is it not available in bitbucket-cloud?

 

The only options I get are decline or approve...

"Needs work" is a Bitbucket Server feature.

It has been requested as a feature for Bitbucket Cloud and can be tracked and voted on here: https://bitbucket.org/site/master/issues/13021/needs-work-reviewer-status

I would argue that is a useless feature. If you have a comment on a PR, address it.
