Why I'm not able to create a branch in Stash from JIRA?

JIRA doesn't provide me with a "Create branch" link as described here.

JIRA and Stash were linked during installation and I can see commits within JIRA. I am also able to view JIRA issue details from within Stash and can also transition them from Stash.

What do I have to do to be able to create branches from JIRA?

Version:
JIRA (v6.1.5#6160-sha1:a61a0fc)
Stash v2.10.1

I've found the reason:
I had to update the Development Tools connection:

Administration -> Projects -> Select Project -> Development Tools (left column) -> Refresh

Do you have the View Development Tools permission in your project?

You can grant this permission using the permission scheme.
