Why can I not see all users in the bitbucket free plan?

I am a Jira admin and our team of 5 is looking to upgrade to the standard plan. When I check the # of users on the current bitbucket plan I only see 1 user, myself. Why do I not see the other 4 users for this bitbucket account?

Hi Farid,

User management for Jira is separated from Bitbucket, which means that the user setup you create in Jira will not translate to Bitbucket. If you want your Jira users to have access to your repositories in Bitbucket, you'll need to manually grant them permissions, following the steps at Grant repository access to users and groups.

In the future, Atlassian Access will also include Bitbucket for the user management part, so make sure to keep an eye out if you're interested. You can learn more about it at Atlassian Access
