didn't receive repo transfer email

received "Repository transfer in progress" in old workspace, but didn't receive so-called "Repository transfer request" email in new workspace. I am the admin (but not the owner) of both workspaces.

As a workspace admin but not the owner, how can I accept the transfer?

From https://support.atlassian.com/bitbucket-cloud/docs/transfer-repositories-and-groups-to-a-workspace/ : "Bitbucket sends an email to the new owner or workspace administrators containing the transfer request with a link to the page that allows the user to accept or reject the transfer."

I just have a small test and find that Bitbucket sends email to the new owner only, not workspace administrators as described.
