file upload fail with $web container.

Hello,

I have to upload a file in $web container in Azure Storage.
I got this error:

azcopy cp "_deploy/tscli.exe" "https://xxxx.blob.core.windows.net/$web/tscli.exe?sv=2020-10-02&si=bitbucket&sr=c&sig=%abcdefghijklmnopqrstuvwxyx%3D"
INFO: Scanning...
failed to perform copy command due to error: cannot transfer individual files/folders to the root of a service. Add a container or directory to the destination URL

I tried to another container with same access right. It passes.

azcopy cp "_deploy/tscli.exe" "https://xxxx.blob.core.windows.net/sd-app/tscli.exe?sv=2020-10-02&st=2022-08-05T13%3A38%3A45Z&se=2022-08-06T13%3A38%3A45Z&sr=c&sp=racwl&sig=abcdefghijklmnopqrstuvwxyz%3D"
