limit pushes applied to all users rather than the specified group

I created a limit pushes rule on master branch to restrict one user group from pushing to mater branch. But it turned out restricted all users including administrators. Any idea what's wrong there?

I specified the group in this field "Limit pushes to specific users and groups".
