not able to fork the repo

When I am trying to fork a bitbucket repo via UI I get an error message "You are not permitted to access this resource". bitbucket version 5.9

It appears that you are running in to issues  mentioned in You do not have permission to create a repository within the project.

Please try the resolution steps mentioned there.

You have mentioned that you are running version 5.9. Is it < 5.9.2 ?  If the issue is caused by deactivating/reactivating a user, then you are running in to the bug https://jira.atlassian.com/browse/BSERV-10802. I would recommend upgrading your instance to the latest version or the versions where the fix is available. Have a look at the Fix versions for BSERV-10802
