RefChangeType

Why when i try to to delete a tag the RefChangeType is ADD if the ref is null(emprty)? 

I'm developing a plugin tha control the hook requests for bitbucket.  But when i try to delete a tag without ref, the bitbucket undertand the Ref as "ADD".
