I removed the "Create repositories" permission from a user group within my team to restrict them from having the ability to create repositories. This had the effect that almost every user in that group was unable to view the "Projects" hierarchy. Instead they had a message saying "You don't belong to any teams". They could still navigate to repos directly from the "repository" tab.
What is unusual, is that the users DO belong to our team under the members section. I walked back the change for "Create repositories" and regranted access and it resolved the issue. Why is this?
For some reason, most, but not all users were impacted and I cannot determine any difference between those impacted, and those not. Am I missing something here?

I believe this is the answer to my question.
