Restrict project/repo admins to make changes to Branch permissions

Is there a way to restrict project/repo admins from making changes to branch permissions.  Only system admins should have permissions to make changes. 
Or is there a way to block these specific API that no one can access it ?

We want to set global permissions to branches and even the project admins shouldn't be able to make changes to it.
any ideas or different approach is appreciated.
