Restricting Checkout or branch creation from a particular branch

Hello Team,

I am trying to look for a help or suggestion. Any inputs are ok. Thanks well in Advance.

1. Here is my question i need to restrict the branch creation from master branch like nobody should checkout the code from the master branch.

2. After the achievement of 1st statement i need only admins to create branch from master.

Can anyone help me with 1st question. With any pre-receive hook scripts.
