I am unable to figure out how to configure the bitbucket cloud to get a notification whenever the status of the "self.hosted" runner changes to offline.
Can anyone provide a quick and dirty way inside the bitbucket cloud to get this notification enabled?

Unfortunately, there is no quick solution to this. However, there might be an unconventional approach.
You may want to explore a third-party add-on called Dashboard Hub for Bitbucket - DevOps Insights & Charts.
After installation, you can create your own dashboard and include a "Pipeline History" or "Hall of Shame" dashboard for the repositories you want to monitor.
If a pipeline fails due to an offline runner it can be reflected on the dashboard.

We have an open feature request to implement this type of alert on Bitbucket Cloud - Provide an option to send an email alert when a runner goes offline.
I encourage you to vote on the feature request ticket to increase its popularity and add yourself as a watcher to stay updated on its progress.
