Our company currently does not have any source code management. Source code and config files are usually just stored in the developer's local storage and when they need to share it to someone else, we just send them via email.
We want to use BitBucket and setup source code management with it. We will start with about 20 "sets" for programs using different languages and deployed to different subsidiaries.
I am hoping for anyone to point us out to the right direction in setting up the structure, controls, access, etc.

Surely you would need to have a Premium plan for all the features you are looking for.
Lets start with the structure
One workspace for each organization, have separate teams their respective projects and repositories created in those projects, and permissions for the users (access) can be maintained there.
Depending on the access level you want your users to setup, it can be configured at the project level and repo level.
