Yes, your team members will need create repository permissions within the workspace. Once they do, when they go to create a snippet, the workspace will appear in the dropdown.

We have a group created with the ability to create repositories. when group user creates a snippet & tries to save it under workspace forbidden error appears.

Can you share a screenshot of the error? Normally if they don't have access to create a snippet in the workspace, then the workspace will not appear in the dropdown.

Don't know how, and why but error is gone & snippets are saved. Now the other question appears - if in permissions chosen "workspace" user who created snippet doesn't see it under workspace nor other users except workspace owner
