We have massive files that get pushed, and we use git-lfs for it. Download speeds start out at full speed and then slow down to less than 20KB/s.
To actually complete the pull, I usually have to cancel the pull, delete unversioned files and rollback the changes. Then delete the index.lock file and start the process again. I have to repeat this at least twice or thrice before the pull actually completes

Outside of network issues, typically, speed issues can be encountered if there is an issue with the repository health (ie dangling/unreachable commits) or if the repository is quite large/has a high number of refs/objects.
To troubleshoot this further - we'd need access to some verbose logs, as well as to your repository on the server-side so we can check the repository health.
