Disable the ability to set a repository to public access in Bitbucket

Hi Team,

 I need to disable the ability to set a repository to public access in Bitbucket  but i dont see bitbucket.properties file to set feature.public.access  to false to acheive this

Do i need to manually create bitbucket.properties file and update all the default values as defined in below link ?

We stumbled across this lately in our Data Center installation too. The application property is set to false, but users (repository administrators) can still check the box to make the repo public. And then, it will be publicly available.

This is a bug IMHO (and security relevant!).
