What happens to the license counting if a user works from different pc on the same Bitbucket server?

I know the number of Bitbucket licenses is connected to the number of users enabled to log into Bitbucket. So if it is a 10 users Bitbucket license, then I (as administrator) can enable up to 10 users working on Bitbucket.

Today I've just received the message "You have more users than your licese allows". But I hadn't enabled any new user.

One of the users told me he was at the same time with his account on two different pc working with Git on the Bitbucket server.

Could this be the reason why the exceeded number of licenses appears?

So, what does it happen to the counting of occupied Bitbucket licenses if a user with his Bitbucket account works at the same time from two different "Bitbucket clients"?
