Where IP Allowlisting is applied?

Hi, I have a question to IP Allowlisting feature on Premium Plan.(We are considering getting the Premium Plan)

Can I apply IP Allowlisting to workspaces or repos/projects?

I checked topics about IP access restriction in Bitbucket Community, but I've been so confused because the content of each answer is different.

Please tell me exactly where IP allowlisting is applied.

For my knowledge, allowlisted IPs can be setup for instance basis and not for a specific project/repo. If you take a look to the following image, Access controls button is on the workspace settings
