Why are Branch Restrictions not being enforced?

When I go into repository settings > Branch Restrictions and set a restriction to require at least 1 approval for pull requests, I'm still seeing that developers are able to create a Pull Request, approve, and merge their own changes.

Is this expected behavior?

Hi @mike.chambers - There's an option under Merge settings to Prevent a merge with unresolved merge checks.

Thank you, that's a premium feature so it sounds like we wouldn't be able to do this without upgrading. Appreciate the response.
