1. I was wondering if the only way is to simply delete data or folders to reduce Bitbucket storage size.

When you need to reduce the size of a repository, any significant changes should be followed by a request for garbage collection (GC). Currently, this process is manual. You can initiate it by contacting us through the community forum or raising a support ticket. Automated garbage collection will only occur if you undo a push or rewrite your repository history.
