can we add permission for develop branch to prevent creating bugfix or hotfix branches from develop

i want to prevent the creation of hotfix or bugfix branches from develop

You cannot prevent branching from a specific branch (develop in this case). I am afraid you will have to train the users to follow a well defined hotfix process.
