just had bitbucket locally installed. I am the admin for the installation but having issues trying to clone the repo.
$ git clone http://vtan@ccvprnyrepo01:7990/scm/cen/bloombergdc.git

You do not have permission to access Bitbucket. Please contact your
administrator to resolve this issue.
Hi Victor! Are you still experiencing this issue? Have you checked the logs? You can enable Git client debug logging, reproduce the issue and check the logs for any hints.
The times we've seen this in the past, it was either users being confused because of a proxy or some kind of issue in the local machine. The client debug logging will show what user is sending the request from the client side, so you can confirm if it's your username or not. Also, you can try and perform the clone over SSH instead of HTTP and see if it works.

It sounds like your user may not have been granted the Global Permission to access Bitbucket Server - be sure to grant this permission to your user vtan and then try again.
