To allow for a new user to see certain repositories - it depends on your implementation.

For individual repositories - you can simply add them to the repo permissions:

If you'd like them to have broader access you'll need to place them in a user group, and then add this user group at the project-level (for access to all the repo's in a given project):

Are you having an issue where a user you invited is able to log in but is not able to see any repositories?
