issue key required for pull request only

is there a way to require jira issue keys for pull requests only and not for every commit?

the link feature to require issue keys actually isn't helpful.  it requires feature/branch commits to all have issue keys.  Shouldn't a developer be able to work on a local branch, commit without issue keys, push that branch to the origin then only have an issue key be required for the pull request?
