license issue

Can't add more than 2 users in Bitbucket global permission. the Add button is grayed out. Need probably a license

What is your license tier?

Have you already reached the license limit? 

You can use the instructions in https://confluence.atlassian.com/bitbucketserverkb/how-do-i-find-which-users-count-against-my-bitbucket-server-license-779171685.html to find the number of users against your license.

You have mentioned that the Add button is greyed out, is that the case even after searching for that user and finding it in Global Permissions->User access? or before that? 

If you have already reached the license limit you need either reduce the licensed user count or go for the next tier of license. See https://www.atlassian.com/licensing/bitbucket-server
