Is there an easy way of adding new CAUG Leaders?

At Capgemini, we are spreading the word of CAUGs as we have ~250,000 people worldwide (not all that use Atlassian tools, wouldn't that be great!) but there are small pockets of people based on every continent and we are trying to reach out to as many as possible.

Is there a way I can add people who want to be CAUG leaders for their local region to the Atlassian AUG site so they can request Swag, reimbursements etc...or is there a portal I can do this via?
