We would highly appreciate using compass in our datacenter for compliance reasons with Swiss Law. Any plans on that? Other people needing something similar?

 

Or is there an Atlassian instance running in a Swiss location, not sharing data with other locations outside Switzerland?

You will just need a plan with data residency and you can have it reside in Switzerland.  https://support.atlassian.com/security-and-access-policies/docs/understand-data-residency/
