Wondering if there is any documentation on the reason that Compass integration with PagerDuty requires a "Full access" key?

I couldn't seem to find any info on the why - only info that it is required.
Hi, we're unable to connect to PagerDuty at all. After double checking our connection and API keys, we believe this to be a bug.
Same issue here... It doesn't work despite all users/keys involved having the right privileges (indeed, the admin-owner for all Atlassian products in our ORG and for Pagerduty was working on this).
Same error over and over again, and no more privileges in both sides can be used or provided.

I'm going to assume it's something to do with information being read/written between the two Apps requiring more permissions than read-oonly.
But, it's just a guess.
As it's not stated on the main documentation page, I would ask Atlassian Support for the reason - contact them here: https://support.atlassian.com/contact/#/
