There are a few things that can cause this, the most common one being that the server can reach the Atlassian marketplace, but the connection is slow or, more usually, incomplete - the server reaches out and finds the marketplace but something blocks the data coming back from it.

You will need to read the logs to find out what the server is doing, they should tell you more about the problem.

No, the log path does not change.

If your Confluence is even starting, it is going to be writing to the application log.  You mention /var, which is not where the Confluence log is to be found.  Please check the files in <confluence home>/logs
