A space administrator cannot edit permissions within a space. It became after updating Confluence from 8.5.0 to 8.5.1. Only granting the user global administrator rights solves the problem. What should I do?

Welcome to community!
I would recommend a site admin remove the user and then re-add them back to the space to see if that works. If that doesn't work have the user try via an incognito window with a new sign in to sign if it's a caching issue. If that doesn't work I would recommend reaching out to other space admins to see if they have issues too or is a one off thing to determine the scope of the issue to help determine further steps or workarounds.

Other administrators of this space have the same situation, they cannot edit the rights of users of the space: when they click edit permissions, an error appears that such an action is not allowed. Many space administrators have tried this, from different computers and browsers. And the same problem is observed in other spaces. Moreover, I discovered that a user who is given Confluence administrator rights at the global administrator level can edit permissions in one or another space. But for others who do not have the global Confluence admin role, but only the admin role for their space, there is no ability to edit space permissions. Although it should be, it worked before. Today I double-checked everything I could - alas, to no avail. And I wouldn’t want to give the owners of individual spaces global Confluence administrator rights for security reasons.

I wasn't referring to the same space. Do users in other spaces have the same issues? If not I would still delete them all from the space and then add them back.

Unfortunately, completely removing administrative and other rights from a user in a space and then adding him to the space does not help.

We are having the same issue and have tried removing, adding back, granting admin rights to a group containing the user, and reindexing.
Only site admins are currently able to edit permissions.
