Ability to manage group memberships

This page indicates I need to access the confluence admin console. I don't have access to this. I am an admin. How do we manage group memberships? I can add individual users. But I cannot add users to groups?

If you don't have access to it, then you are not a Confluence admin.  You may still be a Space admin, of course.

However, on Cloud, you don't do user admin inside the application.  It's a site administration thing - log into https://admin.atlassian.com to see if you have site admin rights.
