Add a banner above the menu bar that changes in width with the window size

Hello,

I am working on new pages in MAX.gov.  I am trying to add a banner above or below the menu bar that will adjust in width as a user changes the size of the banner.  

MAX support is unable to help.  Is there a macro or other way to accomplish this without knowing how to recode the page?

Hi @Eric Thornton 

Are you an admin of the confluence instance or just a user?

As a user, you can not set any banner above the menu bar.

As an admin, you can set a html banner for the whole instance:
