I have a table on the confluence page.
I want to Add a button to the page, which functions to create a new top row in the table, and opens the page in the edit mode so the the users can enter data in the new row.
Can this be done?
There is no macro built into Confluence that provides a button to put a page into edit mode and add a row to a table. It sounds like something that might be achieved with a user macro, though I don't have an example. Here is the User Macro documentation: Writing User Macros
Note that user macros are only an option for server instances, not cloud.
