Add label without editing permissions

Is there any way in Confluence to allow adding a label to users who have no editing permsisisons for a page / blogpost?
Even if users are not permitted to edit the content it would be useful, if they could add a label to improve the search index. (They are the ones who know best what they were searching for.)
