Adding Label Issue

Users who have "View and Edit" access to a Confluence page I recently created are receiving the following error message then they attempt to add labels to attachments they're uploading to the page:

"You are only permitted to add personal labels on this page."

What's the fix for this? These users will need to be able to add labels themselves much like I can with Admin access.

Please make sure that the individuals having the issue have page edit access in the space and on the page.
