Is there a way to add a new section in 'Release Notes' which capture all the bugs which were opened in the release version.

Welcome. In Jira, What can be done is filtering what you want in the release notes when you are about to release the version. However, in confluence, you are able to make it flexible where you play with the page where you can add bugs and other sections as you like.

One way I've down this is by creating a section in the page, then added a Jira macro that query for bugs in a particular version.
Keep in mind release note usually capture what bugs are fixed in the release vs what was open in the release.
