Anchor bug in confluence

I have the same problem as the post "Anchor jumps to top of page except in editing mode".

From text in a table, I link to an anchor on another page in the same space.

Hover on the link and it shows the correct url ".../page#page-anchor". However when clicking on the link the end of the url is dropped ("#page-anchor") so you are taken to the top of the target page.

Interestingly the end of the url is persisted when you link to a new tab (which is the case when you use the link in edit mode).

1. Is this a bug?
2. How do I add it as a bug with Atlassian?
