Anchor links just reload the current page instead of linking down to the anchor I set.

This question is in reference to Atlassian Documentation: Anchors

I followed the directions on the anchors page and set an anchor macro then created a link at the top of the page.  When I click the link, the page just reloads instead of scrolling down to the anchor.  I'm not clear on what I'm doing incorrectly or if this is a bug.

In case anyone is fighting this again, my solution was dissabling this addon Confluence Iphone plugin:

Hi Team,

I'd like to add to this question. If the user is logged in and visits a link with an anchor, the page reloads and goes to that anchored section. However, if the user is not logged in and visits a link with an anchor, it simply reloads the page without going to the anchored section. Is this the correct behavior? Or should the page go directly to the anchored section after the user logs in?
