Anchor within a toggle cloak / cloak built

Hi Community!

I would like to share a link with my teammate by using an anchor. How would I create it if the anchor is located within a toggle cloak? 

On the page I have the following layout:

L1: H2 [title]Learn about concepts

     L2: toggle cloak [ID:1] Concept 1

     L3: toggle cloak [ID:2] Concept 2

L4: Cloak [ID:1]

     L1: H3 [title] Concept 1 [Create an anchor for this title]

You could add the anchor link above the L4: Cloak [ID:1] 

That's the only way

Would that still apply if there is an Excerpt Include in the cloak. 

Note: I create a new page for each toggle. This way the content is separated and easy to update.
