I've created an anchor named testduck and then a link named #testduck; however, when I select the link, Confluence opens that same page in a new tab in chrome.
This function has worked in the past. All preexisting and new anchors/links have this issue.
I have also tested in Edge.

Thank you for raising this. The team took a look at this and wasn't able to reproduce it in 8.5.5, and 7.19.18. We tried on Chrome, Edge, Firefox and Safari, as well as a Windows environment, but had no luck.
I would suggest upgrading to Confluence 8.5.5 (downloads here), and if you still encounter this problem, then reach out to Atlassian Support to see if it can be reproduced on our end.
