With higher sized gifs, I've noticed that Confluence will automatically compress and display a lower quality image on the page to speed up page load -- You can still right-click save-as the image and it will download the original high quality file. Is there a way I can force a page to only ever display the original image? For our page, we only ever want to display the high quailty version and would like to selectively turn the auto-compression feature off wherever needed.

There is not a delivered way to ensure that a higher resolution is used. There are a lot of enhancement requests for better compression but nothing that would allow you to set the quality. I would suggest submitting an enhancement request here https://jira.atlassian.com/secure/Dashboard.jspa
