Are there any plugins that helps to track total number of attachment downloads also user details ? Tried view tracker and analytics but that doesn't track attachment downloads.

Good Software's analytics App does track attachment downloads, but you have to remember that there's no way to distinguish between "view" and "download" (because they do the same thing in the background - deliver the file in some way to the client system).  Analytics tracks views of attachments, so look at that.
