As a Site admin and Org Admin I still cant create a template (troubleshooting required)

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I have been authorised as a Site and Org admin however don't have access to create space templates in the Space setting > Content tools.
Where are we going wrong is there a limit in the basic/standard package that prevents how many users can create space templates. Does anyone have any trouble shooting tips?

Hi @Sarah Varley ,
I think you don’t have confluence administrator or space administrator role. It may be that you only have the role of site administrator.
In your snapshot, you don’t have a space permission button, which is visible to the space administrator.
You can try to add yourself to the Confluence administrator group in the site management.
