Our users are getting the Internet Explorer has stopped working bug whenever they're trying to preview a file on Confluence. Why is this happening? We're using IE 11.0.96.
To complicate things further, we have discovered the preview window appears on certain computers but not on all of them. If someone who can't see the preview window tries this on a PC which down work, it works.

I have a few questions to ask in order to help troubleshoot this issue.
As for your 2nd issue, I'm afraid it isn't clear to me what the issue is. You said that some users do not get a preview window. What happens for those users instead? I see you said that if they cannot see the preview window and try this on another PC, it does work? What is different between the users that do not see a preview window vs do?
