We are using Confluence to share a lot of information, requirement and so on during differents stages of our projects.
It is becoming critical for our users to add mock-up to their requirements.
On our side, we have draw.io already installed on our Confluence, and we have some users, used to balsamiq, requesting this tool to be added to our Confluence.
At a first glance, I do not see anything that could not be achieve with draw.io.
Do you have any feedback on your side using one or both of these tools ?

I'd recommend Balsamiq myself, if you don't have requirements to do other types of diagram. But, yes, draw.io is more generalised, it's not quite as quick to do a mock-up, but has a lot of other uses that Balsamiq is not aimed at.
So, sorry, that's not really a recommendation, more of an observation from a lighter user.

I would suggest Atlassian to create a badge "Nic's first answer".
It is helpful, as you mentionned, it seems that Balsamiq is more used by BA community.
But it may be hard to justify Balsamiq cost on our side just for the user-friendliness, compared to draw.io.
