レイアウトマクロやページツリーマクロなどの見栄えを改善したく、CSSをカスタマイズしたいと考えておりますが、CSS編集の手順が不明です。

The documentation shared is for Confluence Server and DC. The instance mentioned is cloud and the custom styling is not a supported function for confluence cloud. 

The complete list of differences between Cloud and Server variants is available here.

There is a ticket opened for this feature with Atlassian, CONFCLOUD-36137.

In case this is an urgent need, you can explore the Atlassian Marketplace to look for add-ons that provide similar functionalities.
