Can I add a global shortcut to an app on sidebar?

I know that individuals users can add space shortcut.

1. can the shortcut be to an installed Confluence app? If so how is that done, only see URL field.

2. can I as an admin create a link to a Confluence app in the sidebar for all users, ideally across spaces, but even per space would be helpful?

Any ways to make global shortcuts would be helpful.

  Welcome to the community.  You can add a shortcut as shown above for everyone in the space.  When you are stating to an app I am assuming that it is an app the you have purchased for your confluence instance.  Since that is online as well you should just be able to copy the url and paste it in.
